Senator Rucker moved to amend the bill on page eight, section six, line thirty-one, by changing the semi-colon to a colon and adding the following proviso: Provided, That any single fee program implemented pursuant to section six of this article may not require owners of motor vehicles registered in this state or any other state which opts into any such program to pay an annual flat fee exceeding $8.00.;

On page ten, section six, lines seventy-one through seventy-four, by striking out the words: “so that the aggregate of all toll revenues estimated to be received by the authority at the time of fixing any such rate or amount, or any increase thereof, shall provide sufficient toll revenues consistent with the purposes set forth in section thirteen of this article and to cover the administrative costs of any such single fee program” and inserting in lieu thereof the words “not to exceed an annual fee of $8.00.  The fee may only be collected from owners of registered motor vehicles electing to participate in the single fee program.”;

On page eighteen, section thirteen, line nineteen, by changing the period to a colon and adding the following proviso: Provided, That any single fee program implemented in accordance with section six of this article may not require owners of motor vehicles registered in this state or any other state which opts into any such program to pay an annual flat fee exceeding $8.00.;

On page twenty-two, section thirteen-a, line twenty-two by striking out the word “or”:

On page twenty-two, section thirteen-a, line twenty-five, by changing the period to a semi-colon, inserting the word “and” and adding thereafter a new subdivision to read as follows:

(6) Notwithstanding the authority granted in this section, any single fee program implemented in accordance with section six of this article may not require owners of motor vehicles registered in this state or any other state which opts into any such program to pay an annual flat fee exceeding $8.00.;

And,

On page twenty-eight, section twenty-nine, line eight, by changing the period to a colon and adding the following proviso: Provided further, That any single feel program implemented by the authority pursuant to subdivision (16), subsection (a), section six of this article may not require owners of motor vehicles registered in this state or any other state which opts into any such program to pay an annual flat fee exceeding $8.00.
